My new acreage has a fully enclosed concrete built in place cistern. 15'x15'x7' which equates to just over 11000 gallons. Its built in 2001. it's in the garage and takes up a portion of the basement. I'm going to clean it and get rid of any sediment. There is an 3x3 access hatch. Any tips on cleaning advise. Will be using my scott air, shop vac.

When I wash the new huge water storage tanks in our town I used our steamer with hot water and they threw some kind of bleach in my tanks and I wouldn't fill it full ether water would be gross in a couple months or so

RK us bleach but cover the intake line at the bottom of the tank just Stuff a clean cloth in there then scrub / wash down with a mild bleach mixture.
There are floating remote tank level indicators for about $800.00 you can check out one of the water companies in Stony Plain.
As for continual treating just add some bleach to your tank, Google it and it'll tell you how often and how much.

pressure washer?

Might have to poach a neighbours water supply for that Tee

How are you draining the water down to a manageable level? Once your pickup is out of the water, you should still gave a few hundred gallons to deal with?

Ron, my main business is water treatment. Although the attached procedure is for a domestic water distribution system, you should find useful info on how we prepare these systems for safe potable use.
