Arctic cat 400 quad

My quad at full throttle has a flutter in the carb. It won't open all the way without having this flutter. Not sure what to check. It just started doing this not long ago

The diaphragm controls 1/4 to 3/4 throttle and the main jet for wot. I would start with a good cleaning. Also check for rips or pin holes in the diaphragm
