1994 Kawasaki KLF 400 Bayou starting problems

So I have this quad, it turns over great, tons of hot spark, and it seems like too much fuel is happening. It tries to start, almost goes, then wont. I have never seen the bike run, I just bought it off some old timer who didnt want to hassle with it.

My thoughts- carbs in need of a cleaning/overhaul
- timing chain is streched?

My solutions- post here and see if anyone has had and fixed the same problem
- I already ordered a new carb kit because even if it isnt that, it cant hurt to have on hand

Any input would be greatly appreciated guys. A second opinion is always well worth listening to.

Leak down test. Auto decompression will cause problems with an accurate compression test.
Fresh fuel and spark plug
Carb cleaning. Change the pilot jet and enriching (choke) plunger
Check valve lash
Check the flywheel key before chasing a timing chain problem.

You know, that flywheel key tip, is probably one of the best things I have heard said about what it could be yet. My carb kit is almost here, and thats a breeze to rebuild, so ill try that 1st. Then Id move on to the leakdown test. The bikes only got 2500k on it so Im thinking its got to be something really simple. Thanks for the reply :)
