If its whining like a turbo whine. thats normal. Its creating extra back pressure and spinning the turbo very quickly as the vane position changes, hence slowing the vehicle down.
oh wow... doesn't sound like the clamps then. I'd just top of the coolant and warm it up to operating temperature. Could have been a lot of coolant spilled? but, if you warm it up it will pressurize the system and start the leak if there is one.
How big was the puddle? my XP used to leak coolant upon cooling down if the ambient temp was really cold. Turned out to be the one time use clamps leading to the tunnel coolers under the fuel tank. installed regular screw clamps and good to go.
