Do a compression test check the chain case oil see what it looks like see if clutches are clean or dirty thus telling you if it was taken care of look at track and entire sled for general overall shape if its pieced together or is bent up keep your money .

Ya mountain magic sells the aero charger kits they are a dealer / distributer for them now I personally spent some seat time on two pro turbo's they built and wow they ran great
If you can get a track hoe in there it would make short work of that if it's a main bridge whom ever owns the road will probably clean it up as it posts a threat to the bridge

If the proper motor work gets done to accommodate the turbo and with the proper reeds they seem to be good actually it's probably the guys that don't have a clue that you see having these issues
