The sleds are registered to you in the Cat system when they are built. A dealership would lose the franchise in about 2 seconds if they tried to pull that off.

PDI = Pre Delivery Inspection. They need to be done and done correctly. It is the dealers responsibility to do so, and I would be willing to bet you will find that the failures are probably coming from the same group of stores.
