Good thing current NASA isn't leading the way. I need to get to Florida and experience some of this.
You can't say that. They put up a flag!

who funds this space x. Elons spare change?

Spacex is private. In order to invest you need to jump through a lot of hoops and probably have 8 figures to play with.

As of now they are making profit. About $3B/year. This includes Starlink, government contracts, and launches for 3rd parties.

Elon has said he regrets taking Tesla Public, as he then answers to shareholders and has less freedom to direct the business as he wishes.

Musk has, and likely will, keep SpaceX private for the foreseeable future, he owns over 50% of the company and over 75% of the voting rights.

Google owns something like 8% of SpaceX, with the rest mostly being other capital or equity firms.

What's in the cargo hold? Are they launching actual useful payload, or are they empty test flights?

These are empty as far as I know. Starship hasn’t gone orbital yet so I’d guess that once they hit that milestone they would put some Starlink sats on there.
